IRA Implementation Guide:
Helping Regulators Identify the IRA Opportunities Paving the Way for an Affordable Energy Transition

The Inflation Reduction Act (IRA) provides a full suite of federal resources to enable electric utilities to improve system reliability and affordability at the same time, but regulators face information barriers and capacity constraints that prevent them from assessing the comprehensive impact of IRA incentives. Without knowing what’s possible, it’s difficult to prioritize the regulatory actions needed to achieve the greatest benefit from this historic law.  

Join us as a panel of RMI experts gives an overview of the IRA Implementation Guide (IRAIG), a tool that can help regulators understand where these immediate, no-regrets opportunities for decarbonization are and equip them with the insights necessary to ask utilities to explore ways to leverage IRA incentives to benefit ratepayers. The first IRAIG analysis will focus on “clean repowering,” a promising opportunity to use IRA incentives to address the challenges of interconnection queues and supply chain constraints. By using existing fossil asset interconnection rights, new electricity resources such as renewable energy and storage can be deployed much faster than the current average project timeline, potentially cutting years out of the process.
